Los Angeles Moves A Step Closer to Approving Huge Solar with Battery Storage Installation
LCG, September 12, 2019--The Los Angeles Department of Water and Power (LADWP) Board of Commissioners unanimously approved a plan on September 10 to install a 300-MW/1,200-MWh battery energy storage system (BESS) located at 8minute Solar Energy's (8mSE) Eland Solar and Storage Center.
The BESS will be co-located with a 400-MW solar PV plant that will deliver power via a 5-mile link to LADWP's Barren Ridge Switching Station in the Mojave Desert. The proposed, 25-year agreement now moves to the City Council for final review prior to the Mayor approving the deal. The guaranteed commercial operation date for the project is December 31, 2023.
The LADWP and Glendale Water and Power, received approval from the Southern California Public Power Authority (SCPPA) on May 16, 2019. The agreements were formalized as power purchase agreements (PPAs). The LADWP share is for 375 MW of solar capacity and 387.5 MW/1,150 MWh of energy storage; the Glendale Water and Power share is 25 MW of solar capacity and 12.5 MW/50 MWh of energy storage.The project is planned to be built in two phases, Eland 1 and Eland 2. Each phase will include 200 MW of solar PV capacity and 600 MWh of BESS. The first phase is expected to commence operations in 2022, and the second prior to the end of 2023.
