El Paso Warned of Pipeline Problems
LCG, Aug. 23, 2000--El Paso Natural Gas Co. was warned three years ago that employees who were responsible for safety of the 50-year-old pipeline that exploded Saturday killing 11 people had not been thoroughly instructed in procedures used to determine whether corrosion detection procedures were working.Company spokesman Mel Scott said after the blast "Pipeline doesn't have a life span as long as it's well maintained." But federal statistics show that corrosion is one of the main reasons pipelines fail.A corrosion prevention method, called cathodic protection, used by El Paso Natural Gas on the killer pipeline consists of a low-voltage wire running through the earth alongside the pipeline. The electrical charge in the wire neutralizes natural electrolysis which causes corrosion.In a letter dated March 27, 1997, the federal Office of Pipeline Safety expressed concern that El Paso Natural Gas technicians had not been properly instructed in how to determine whether the anti-corrosion system was working. There is no reason to believe that the problem cited in the OPS letter contributed to Saturdays tragedy, or that the company had failed to periodically make required checks of the electrical conditions in the soil surrounding the pipeline.
