Teco Joins Panda in Two Huge Merchant Plants

LCG, Nov. 15, 2000--Teco Power Services and Panda Energy International today announced that they have formed a joint venture to build, own and operate two natural gas-fueled, combined-cycle merchant power plants, each of more than 2,200 megawatts capacity.

The new facilities will represent an investment of $2.3 billion, the companies said. A 2,220 megawatt plant planned for El Dorado, Ark., is in an early construction phase. A 2,350 megawatt project at Gila Bend, Ariz., is in an advanced stage of development, with siting, permitting and other agreements in place.

Panda was responsible for initial planning and development of the two projects. Bob Carter, chairman and chief executive of the independent power producer, said "These are highly attractive projects in excellent markets, and we're excited about this joint venture."

Robert Fagan, chairman and chief executive of Tampa-based Teco Energy Inc., parent company of Teco Power Services, said "We are well on our way to transforming our company into one that is predominantly unregulated in a financially disciplined manner."

The El Dorado project is being built to interconnect with an Entergy-Arkansas substation adjacent to the site. The first phase is expected to begin producing power by the summer of 2002 with full commercial operation a year later.

The Gila Bend project will interconnect with Arizona Public Service Co.'s Palo Verde switchyard and begin commercial operation in the late summer of 2002.
