Indian State Board Admits Dabhol Projections Faulty

LCG, Jan. 19, 2001The Maharashtra State Electricity Board has admitted its projections for Enron Corp.'s 2,184 megawatt Dabhol power project were "off the mark," The Financial Express reported in Mumbai this morning.

In September 1998, the electricity board had said "There is sufficient projected base load demand for power in the state which justified Dabhol phase-II at 90 per cent dispatch. The capacity deficit at base load in 2002 is expected to be 542 megawatts in 2002 and even after Dabhol phase-II comes on line in 2001-02, our analysis reveals that the capacity deficit at peak load is expected to be 311 megawatts."

The electricity board blamed projections that placed demand in Maharashtra for this coming March at 11,600 megawatts, but it is only 6.400 megawatts today. The board said it also had not anticipated an increase in the price of power from Dabhol, making "its purchase unattractive to consumers within and outside Maharashtra."

With the first 722 megawatt unit of Dabhol Phase II set to come on-line, the Maharashtra State Electricity Board admitted "it is a fact that we have not been able to fully absorb even DPC phase-I power at 90 per cent plant load factor."

As part of the agreement with Enron, the electricity board or the state government of Maharashtra must guarantee that the new generation will be purchased. The electricity board asked the state government "Can we ask them to stop now?"
