PG&E Requests Rate Decrease

LCG, April 17, 2002--Yesterday Pacific Gas & Electric asked the California Public Utilities Commission for permission to decrease its electricity rates by an average of 3.6 percent.

To be active June 1st, the utility's filing is in response to the expiration of a half cent per kilowatt-hour surcharge applied last year in June. In January 2001, rates were increased by 1 cent, and in March 2001 the utility received approval to increase rates by three cents, but the rate increase only became effective on June 1, 2001. The expiring half-cent surcharge was meant to make up for lost revenue in the delay between March and June.

The effect of the new filing, if approved, will be to decrease agricultural rates by 4 tenths of a cent per kilowatt-hour from 14.6 to 14.2 cents/kWh; large business rates would decrease by 6 tenths of a cent per kWh, and residential rates by about 2 tenths of a cent per kWh, from 13.5 to 13.2 cents/kWh.

PG&E and the California Public Utilities Commission have meanwhile submitted competing plans as to what to do about PG&E's $13.5 billion debt. The utility filed for bankruptcy last year, and, according to the U.S. Bankruptcy court, PG&E creditors will have an opportunity later this year to vote on which plan to implement.
