Power Line Linking Connecticut and Long Island Moves Ahead

LCG, Apr. 25, 2002--A controversial underwater power line that had earlier been blocked by the Connecticut legislature will move forward, following Gov. John Rowland's veto of the legislature's one-year moratorium on new construction.

The line, to be developed by Cross Sound Cable Co., would link Long Island with Connecticut, and was opposed by Connecticut's attorney general on the grounds that its construction could do harm to the Long Island Sound. Other detractors are concerned that Long Island's growing need for power supplies, coupled with slow expansion of its own generating resources, could cause Connecticut's power prices to rise if it can export power across the sound to Long Island. While the House appears able to override the governor's veto, the Senate could not sustain the necessary two-thirds majority.

Connecticut's transmission system is seen as being in need of upgrades, particularly in the southwest part of the state. The line to be constructed is not expected by the grid operator, Northeast Independent System Operator, to alleviate this congestion. Gov. Rowland last week issued an executive order that will halt further development of new power projects apart from the underwater cable until environmental impact of the projects can be assessed, through January.

An appeal to halt construction will be made at a hearing scheduled for June 7 before the state siting board, but the current construction schedule calls for the line to be in place by then, following the its arrival from Sweden during the first week of May.
