Southern Governors Oppose Transmission Charge Proposal
LCG, Aug. 29, 2002--During the Southern Governors Conference in New Orleans Monday, participants voted in opposition to a rule proposed by the Federal Energy Regulatory Commission that would require charges for transmission system upgrades be assessed across all users of the system, without regard for differing levels of usage.The proposed rule was announced on July 31, as a way to expand the number of wholesale producers and sellers who may gain access to customers in distant regions. According to Arkansas Gov. Mike Huckabee, however, "the cost of transmission would have to be borne by all, even though our customers would never see a kilowatt of the energy, even though our customers would get no benefit whatsoever." A relatively large percentage of low-cost power produced in the South is sold elsewhere.The governors' vote resulted in a resolution that customers making growing demands on the transmission system make proportionately greater payments to support the new infrastructure. While service for Southern consumers is largely provided by regulated monopolies, much of the new merchant generation installed within the region in the last few years has been selling power to other, higher-cost regions.
