Florida Energy Companies Contest Bidding Process

LCG, November 20, 2002Yesterday, Florida regulators approved a Florida utilitys new energy projects, and other energy companies said the bidding process is unfair.

Florida has two major utilities, Florida Power and Florida Power and Light (FPL). Since 1994, these utilities have been responsible for taking in bids for new generation projects, despite the fact that the utilities themselves make bids for the projects.

Other, independent power companies have said this process is discriminatory and point to new generation constructed since 1994; all projects over the last 8 years have been awarded to either Florida Power or FPL.

Some independent companies, as part of a coalition called the Florida Partnership for Affordable Competitive Energy (PACE), have complained to the Florida Public Service Commission, which is responsible for setting the bidding process.

The Public Service Commission will meet in the next few weeks in order to reevaluate the bidding process.

The most recently approved Florida generation project will be constructed by FPL. 789 megawatts will be added to the Martin plant, and 1,107 MW will be constructed at the preexisting Manatee plant. Both additions will be natural gas-fired, and the projects will cost $500 million and $600 million, respectively.

The PACE organization includes energy companies Calpine Corp., Constellation Energy Group, Duke Energy, and Reliant Energy.
