New England ISO Incentive Payment Plan Has Opposition
LCG, Mar. 23, 2004--A system developed by the ISO New England for directing incentive payments to generators providing reliability is facing opposition from a group of utilities, businesses and government entities.Under the ISO plan, reliability standards would be enforced within sub-regions. According to NSTAR, an area utility with an alternative plan, incentive payments could be lower by $1.4 billion for New England power purchasers if the incentive payments were overseen from a regional perspective instead. "While the ISO New England proposal stands to benefit generators at the expense of customers, we believe the coalition proposalwould accomplish the goal of using region-wide resources to ensure reliability at a lower cost." The plan supported by NSTAR would include a rule that power producers with plans to retire a unit would have to give advance notice.Others signalling opposition to the New England system for reliability incentives include the attorneys general for Massachusetts and Rhode Island, the Massachusetts Division of Energy Resources, the New Hampshire Office of the Consumer Advocate, the Rhode Islands Division of Public Utilities and Carriers, Associated Industries of Massachusetts, National Grid, Vermont Electric, and Strategic Energy LLC.
