IMO Forecasts Improved Electricity System Reliability for Ontario
LCG, June 24, 2004--The Independent Electricity Market Operator (IMO) issued yesterday its 18-month outlook for the Ontario electricity system, describing the reliability over the next 18 months as "substantially improved compared with the outlook presented one year ago." The reliability improvements are driven by the recent and near-term addition of 2,800 MW of capacity, consisting of five new gas-fired plants coming on line by August 2004, together with the return to service of three nuclear units. However, forecast reserves relative to requirements will be tight at times, particularly during the fall of 2004 when generator outages are expected for maintenance purposes. For reliability needs, the IMO may act to cancel some planned generator outages.In April 2005, the planned shutdown of the 1,150 MW, coal-fired Lakeview Station will reduce generating capacity and emphasizes the need for Hydro One to complete related transmission improvements currently underway in the Greater Toronto Area.To meet future system reliability objectives, the Ontario government plans to issue a Request for Proposal for up to 2,500 MW of new generating capacity and/or demand-side management initiatives to be developed as early as 2005.How the Pickering nuclear station reactors, located east of Toronto, will fit into the future resource plan remains unclear. Of the four Pickering nuclear reactors, only one was restarted last fall, behind schedule and over budget. The other three (Pickering A Units 1 to 3) are moth-balled - and not assumed to be available in the IMO's the 18-month forecast. Last week, the board at Ontario Power Generation recommended to the government that a second reactor at the Pickering A generating station should be restarted.
