Progress in Cross Sound Cable Resolution
LCG, June 25, 2004--Government and utility officials in New York and Connecticut have reached an agreement in principle regarding the future of the transmission cables connecting Long Island and Connecticut. The agreement will allow the activation of the 330 MW Cross Sound Cable, which connects New Haven and Long Island, and requires the Long Island Power Authority (LIPA) to pay half of the repair costs for another set of aging, underwater electricity cables connecting Norwalk, Connecticut to Northport, New York. In addition, the agreement calls for a $6 million research and restoration fund for Long Island Sound. The agreement came yesterday at the final hour of a deadline set by FERC Chairman Pat Wood III. The activation of the Cross Sound Cable is expected to improve system reliability for New York and Connecticut immediately.The Cross Sound Cable, the first merchant transmission project in the U.S., was installed in 2002 but has seen limited use following the discovery that limited portions of the cable were not buried at the approved depth and the subsequent opposition from the State of Connecticut on environmental grounds. The agreement calls for the burial of the cable at the proper depth, but the schedule for achieving this requirement is not clear at this time.The repairs to the 12-mile, underwater Norwalk to Northport cables, known as the 1385 Cables, have been an issue since 1996. In February 2004, Northeast Utilities Service Company (NUSCO), on behalf of Connecticut Light and Power (CL&P) requested the FERC to order LIPA to replace the deteriorating cables. New York's cost for the repairs are estimated to be as high as $40 million.
