Grid West to be the Successor to RTO West
LCG, December 23, 2004--The owners of much of the electric transmission system in the Northwest voted to proceed with a set of bylaws for Grid West, a non-profit corporation developed to explore solutions to regional transmission system services. Grid West will be the successor to RTO West, which emerged following the Federal Energy Regulatory Commission's issuance of Order 2000 and subsequent efforts to create regional transmission organizations, or RTOs.The transmission grid may include areas in the states of Washington, Idaho, Montana, Oregon, Nevada, Utah and Wyoming, with provisions to include British Columbia as well. The transmission owners include Avista Corporation, BC Transmission Corporation, Bonneville Power Administration, Idaho Power Company, NorthWestern Energy, PacifiCorp, Portland General Electric Company, Puget Sound Energy, Inc., and Sierra Pacific Power Company.Regional stakeholders have identified a number of problems for Grid West to address, including: rules that prevent maximum utilization of transmission infrastructure; obstacles to efficient, regional transactions; congestion management by curtailment; inadequate transmission planning and construction; and the lack of an independent market monitor, or IMM. The goal is to develop an independent transmission provider that will be operational in 2007.There is opposition to Grid West. Snohomish County Public Utility District unsuccessfully filed a lawsuit to stop the vote held earlier this month. Opponents claim that such regional transmission entities are costly and not necessarily effective in improving transmission services and related operations.
