Open Season Planned for Proposed Montana-Alberta Tie Line
LCG, January 21, 2005--A two-month open season for transmission rights on a proposed merchant transmission line from Alberta to Montana is scheduled to commence on March 3, 2005. The new line would provide the first, direct link from Alberta to the United States. The line is proposed by a consortium of private investors: Calgary-based Rocky Mountain Power Ltd., Oregon-based Lectrix Ltd. and Scott Land and Permitting.Benefits of the proposed line include increased grid reliability and greater access to markets for electric generators. In particular, the development of Alberta's oilsands may include significant new cogeneration projects, which would benefit from increased access to electricity markets in the United States.The proposed, 230-kV AC transmission line would extend 190 miles from Lethbridge, Alberta to Great Falls, Montana, with a 300-MW transfer capacity. The estimated cost of the project is $95 million. Land use acquisition and permitting activities are underway. Given success with the auction, permitting and regulatory processes, the project is planned to commence operations by 2007.
