Magnolia Power Plant Approaches Commercial Operations

LCG, June 10, 2005--Six Southern California cities celebrated late last week the completion of the Magnolia Power Plant, a 310-MW, electric generating station located in Burbank, California. Commercial operations of the $234 million plant are scheduled to begin next month.

On behalf of the six participating cities, the Southern California Public Power Authority, a joint powers agency, is serving as the projects owner and financing agent. The generation from the plant will be divided amongst the following cities: Anaheim, Burbank, Glendale, Pasadena, Cerritos, and Colton. Each city will schedule their own power output with Burbank for every hour of every day.

The plant will provide a source of power located near the electric loads of the cities, which will reduce reliance on long-distance transmission lines and susceptibility to transmission congestion.

The new, gas-fired, combined-cycle plant is located on the same site where a power plant was built in 1941. The new plant will use reclaimed water from a wastewater treatment plant for cooling and will have zero liquid discharges from the plant. In base-load operation, the unit will generate 242 MW. With the use of duct firing and steam injection, plant capacity can be increased up to 310 MW to meet peak demands.
