Romney Acts to Defer Cape Wind Project

LCG, November 11, 2005--Massachusetts Governor Mitt Romney has requested US Interior Secretary Gale Norton to defer a decision regarding the offshore wind project proposed by Cape Wind for Nantucket Sound. The Governor wants the Department of the Interior to first complete new regulations for an offshore renewable energy program that encompasses the nation.

The Energy Policy Act, which was passed this summer, transfers lead federal authority for the environmental review of offshore wind, solar and wave projects to the US Mineral Management Service, which is a branch of the US Department of the Interior.

The project developer, Cape Wind, has been pursuing government approval for four years. Prior to the passage of the Energy Policy Act, the US Army Corps of Engineers was reviewing the environmental aspects of the Cape Wind project, and the decision was anticipated this month. Now the Mineral Management Service will issue the environmental impact statement, incorporating the information prepared by the Corps of Engineers. The schedule for completing the environmental review is unclear at this time.

The proposed Cape Wind project would be constructed approximately five miles off the Cape Cod shore. The project includes 130 wind turbines, with a total capacity of 420 MW. Opponents of the project are concerned with the visibility of the wind farm and related impacts on the tourism, along with the potential for bird deaths.
