Mississippi Power Plans Advanced Coal Plant

LCG, December 14, 2006--Mississippi Power Company, a wholly owned utility of Southern Company, plans to build a 600-MW power plant fueled by lignite in Kemper County, Mississippi. The proposed facility will use an advanced gasification technology developed by Southern Company. The announcement was made yesterday by the Governor of Mississippi, together with the President of Mississippe Power Company. The plant is scheduled to commence operations in June 2013.

The estimated cost of the facility is approximately $1.8 billion. The project is to receive over $133 million in tax credits from the U.S. Department of Energy (DOE) as a result of the National Energy Policy Act of 2005. The site for the project is about seven miles north of the Lauderdale County line.

This is the second major coal project recently pursued by Southern Company to gain government financial support. Earlier this year, the DOE awarded $235 million to Southern Company, in partnership with the Orlando Utilities Commission and Kellogg, Brown and Root, to design and construct an integrated gasification combined cycle (IGCC) power generation system at the Orlando Utilities Commission?s Stanton Energy Center in Florida. The design capacity of the new plant is 285 MW. Like the Mississippi Power Company project, the technology to be used at the Stanton Energy Center is designed to use low-rank, high-moisture, and high-ash content coals that are available at lower costs. The estimated total cost of the Stanton project is $557 million.
