States Oppose Sunflower's Proposed Coal-fired Units and Associated Carbon Emissions
LCG, December 19, 2006--Eight states are working together to prevent the construction of three new coal-fired, electric generating units proposed by Sunflower Electric Power Corp. The states acting to block the proposal are California, Connecticut, Delaware, Maine, New York, Rhode Island, Vermont and Wisconsin.
The attorneys general of the eight states submitted a joint letter to the Kansas Department of Health and Environment that requested the agency not to issue an air permit for the proposed new coal units, each with a nominal electric generating capacity of 700 MW. The letter requested that the three new units be required to install the best technology to minimize carbon dioxide (CO2) emissions, which are thought to contribute to global warming. Furthermore, the letter suggested the use of integrated gasification combined cycle (IGCC) technology, which conceptually would allow for less costly carbon capture.
Sunflower plans to construct the three units in Holcomb, just west of Garden City, Kansas. Two of the plants will be owned by Tri-State Generation and Transmission.
