Arizona Commission Approves AZ Sun Program
LCG, March 5, 2010--The Arizona Corporation Commission (ACC) Wednesday approved the AZ Sun program proposed by Arizona Public Service (APS). APS plans to invest up to $500 million to install 100 MW of solar photovoltaic (PV) facilities in Arizona over the next four years.
APS President Don Robinson stated, "To meet the growing energy needs of customers, we continue to seek the most effective ways to add renewable energy to our energy supply portfolio."
Proposals from developers will be selected through competitive procurement processes, and APS will own the facilities. APS issued a Request for Proposal (RFP) for new sources of solar energy in January 2010.
According to APS, prior to the time that the costs of the first 50 MW of the AZ Sun program are recovered in base rates, the costs will be recovered through the existing Renewable Energy Surcharge. Costs for the remaining 50 MW of electric generating capacity will be recovered through an adjustment mechanism to be determined in APS's next retail rate case. APS expects to file this case in June 2011.
Arizona utilities, including APS, are under a mandate from the ACC to obtain 15 percent of their energy needs from renewable sources by 2025. The ACC adopted final rules in November 2006 to expand the state's Renewable Energy Standard (RES) to 15 percent by 2025, with 30 percent of the renewable energy to be derived from distributed energy technologies.
