Michigan PSC Approves Power Purchase Agreement for 200-MW Wind Farm
LCG, September 15, 2010--The Michigan Public Service Commission (MPSC) yesterday approved a 20-year, power purchase agreement (PPA) between Detroit Edison (DTE) and Invenergy Wind for the output from a 200-MW wind project in Michigan. With the PPA approved, Invenergy is poised to build the project, with operations scheduled to commence by late 2011.
The project will use 125, 1.6-MW GE wind turbines that will be installed over a 30,000-acre site near Breckenridge in central Michigan. The project, with an electric generating capacity of 200 MW, will be both the largest wind farm and represent the largest PPA for renewable energy in Michigan.
Michigan enacted a Renewables Portfolio Standard (RPS) in October 2008 that requires investor-owned utilities, alternative retail suppliers, electric cooperatives and municipal electric utilities to generate 10% of their retail electricity sales from renewable energy resources by 2015. Furthermore, Detroit Edison is required to meet a renewable energy capacity standard of 300 MW by December 31, 2013, and 600 MW by December 31, 2015.
DTE's 200-MW contract with Invenergy Wind is a big step toward meeting the RPS goals. The contract also provides DTE with an option to purchase a portion of the project onceconstruction is complete. If DTE exercises the option, the remaining capacity will remain as purchased power for DTE.
