DOE Issues Final Loan Guarantees for Vogtle Nuclear Power Project

LCG, June 25, 2015-The Department of Energy (DOE) announced yesterday that it will issue $1.8 billion in loan guarantees to three subsidiaries of the Municipal Electric Authority of Georgia (MEAG Power) to support the construction of two advanced nuclear reactors at the Alvin W. Vogtle Electric Generating Plant, located in Georgia near the South Carolina border. The new units, Units 3 and 4, are expected to commence operations in 2019 and 2020, respectively.

The DOE loan guarantees are the last conditional commitments for the project that were first announced in 2010. The DOE previously issued $6.5 billion in loan guarantees to Southern Company's subsidiary, Georgia Power Company, and Oglethorpe Power Corporation (OPC). These two loan guarantees closed in February 2014.

The Energy Secretary stated, "As we move towards a low-carbon future, the Department's loan guarantees will play an important part in expanding the role of nuclear energy as a part of our all-of-the-above energy strategy. The Vogtle project has put the U.S. at the forefront of a new generation of advanced nuclear reactors, incorporating numerous innovations resulting in significant operational and safety improvements, and helping to train a world-class workforce with expertise in building nuclear power plants."

The Vogtle project includes the first new nuclear reactors to be licensed and to start construction in the U.S. in over thirty years. The two new 1,100-MW Westinghouse AP1000 nuclear reactors represent the first U.S. deployment of this innovative technology. The new reactors are now under construction at Plant Vogtle, where two existing reactors, with a combined capacity equal to 2,430 MW, have been operating since the late 1980s. The operating license for the existing units has already been extended for 20 years.

Georgia Senator Johnny Isakson stated, "Georgia is uniquely positioned to be a major player in the national energy scene. The Municipal Electric Authority of Georgia (MEAG Power) does tremendous work to advance Georgia's leadership in America's nuclear energy production. Nuclear power is a reliable, zero carbon emitting source of energy, and, as I have said repeatedly over the years, nuclear power must be part of the solution if we want to meet the goal of reducing carbon and reducing U.S. dependence on foreign oil. These federal loan guarantees are a step in the right direction toward energy independence in this country."

Georgia Power filed the Application for Certification of Vogtle Units 3 and 4 with the Georgia Public Service Commission (GPSC) in August 2008, and the GPSC approved the need and cost effectiveness of the project in March 2009. In April 2009, Vogtle Units 3 and 4 were named the U.S. nuclear industry reference plant for the AP1000. As the reference plant, these units will be the first in America licensed to operate using AP1000 technology. The Nuclear Regulatory Commission (NRC) issued the Construction and Operating Licenses (COLs) for the units in February 2012.
