FERC Authorizes Sabal Trail Transmission and Florida Southeast Connection Pipelines to Serve Florida
LCG, February 4, 2016 The Federal Energy Regulatory Commission (FERC) issued a certificate of public convenience and necessity (CPCN) for the approximately 515-mile Sabal Trail and 126-mile Florida Southeast Connection pipelines. The certificate authorizes the pipeline companies to build and operate the pipelines. Construction is expected to begin in the coming months to meet a May 1, 2017, in-service date.
The two projects, with a combined estimated cost of $3.2 billion, will provide approximately 1,132 MMcf/day of new pipeline capacity to deliver natural gas from Alabama into Florida to supply the growing demand for gas to fuel electric power generation and other gas demands.
The 515-mile Sabal Trail pipeline project originates in Alabama, stretches through southern Georgia and terminates at a central Florida pipeline hub near Intercession City. The pipeline will consist of approximately 494 miles of 36-inch-diameter and 21 miles of 24-inch-diameter pipeline. Sabal Trail Transmission LLC is a joint venture of Spectra Energy Partners, LP, NextEra Energy, Inc., and Duke Energy.
The 126-mile Florida Southeast Connection, with a capacity of approximately 640 MMcf/day, will extend further south to a delivery point with Florida Power & Light Company (FP&L) at its Martin Clean Energy Center near Indiantown, Florida. Florida Southeast Connection, LLC, a wholly owned subsidiary of NextEra Energy, Inc., expects the FERC to issue a Notice to Proceed with Construction this spring to commence service in 2017.
In addition, the FERC authorized the Transcontinental Gas Pipe Line Company's (Transco) application to construct and operate the 44-mile Hillabee Expansion project, including new compression, which will create capacity for greater access to upstream natural gas supplies for Sabal Trail customers.
The FERC concluded "that Transco, Sabal Trail, and Florida Southeast have demonstrated a need for the Hillabee Expansion Project, Sabal Trail Project, and Florida Southeast Project, respectively, and that each project's benefits to the market will outweigh any adverse effects on other pipelines and their captive customers, and on landowners and surrounding communities."
"Sabal Trail will provide a critically-needed source of domestic, clean-burning, affordable natural gas to the Southeast U.S. to meet the growing demand for natural gas-fired generation, the cleanest and most versatile fuel for powering the region's homes and businesses," said the president of Sabal Trail Management, LLC and president of U.S. Transmission and Storage, Spectra Energy.
The executive director of gas infrastructure for NextEra Energy stated, "This is a major milestone for an important infrastructure project that will help meet the growing energy needs of South Floridians for generations to come."
