PSEG's Bridgeport Harbor H-Class Combined Cycle Project Clears Hurdle
LCG, July 28, 2016--PSEG's proposed combined cycle facility at the existing Bridgeport Harbor Station was reviewed by the Connecticut Siting Council, and the Council issued a declaratory ruling on July 21 that no Certificate of Environmental Compatibility and Public Need is required for PSEG Power Connecticut LLC to build the 485-MW Bridgeport Harbor Unit 5.
The proposed Bridgeport Harbor Unit 5 project will be a natural gas-fired electric generating facility that will replace an existing 384-MW coal unit at the site, which will in turn be retired by July 2021. The new combined cycle facility design includes one General Electric 7HA.02 gas turbine and a steam turbine (a 1x1 design), with total net output of 517.9 MW (winter) on gas. The new plant is expected to primarily run on natural gas, although it will be able to run on ultra-low sulfur distillate (ULSD) as a back-up fuel to provide fuel diversity and better ensure dependability.
Construction is expected to begin next year, with a target completion by June 2019.
The proposed project, along with two other gas-fired projects, cleared the ISO New England (ISO-NE) Capacity auction in February 2016.
