Bay State Wind Receives Federal Approval for Offshore Wind Farm
LCG, July 20, 2017--Bay State Wind, a joint venture between DONG Energy and Eversource, reported yesterday that the U.S. Department of the Interior's Bureau of Ocean Energy Management (BOEM) has approved its site assessment plan (SAP) for an offshore wind project proposed off the coast of Massachusetts near Martha's Vineyard. Bay State Wind states they are the first in the nation to receive federal approval of their site assessment plan.
In April 2015, DONG Energy secured project development rights to the wind farm's 300-square-mile ocean area located approximately15-25 miles off the coast of Martha's Vineyard in an area that has the potential to develop at least 2,000 MW of electric generating capacity.
DONG Energy and Eversource will seek to jointly develop, construct and operate the utility-scale offshore wind project in a 50-50 partnership. DONG Energy will lead the development and construction of the project's offshore generation and transmission assets, and Eversource will develop and construct the onshore transmission system.
Last August, the Governor of Massachusetts signed into law the Energy Diversity Act that requires utilities to competitively solicit and contract for approximately 1,200 MW of clean energy generation - plus the procurement of approximately 1,600 MW of offshore wind power. The schedule calls for "not later than June 30, 2017, every distribution company shall jointly and competitively solicit proposals for offshore wind energy generation; and, provided, that reasonable proposals have been received, shall enter into cost-effective long-term contracts."
Massachusetts utilities, in coordination with the Massachusetts Department of Energy Resources (DOER), jointly issued a Request for Proposals (RFP) for long-term contracts for offshore wind energy projects at the end of last month. The RFP calls for bidders to offer from a total of 400 MW of offshore wind energy capacity to up to approximately 800 MW. The Massachusetts utilities issuing the RFP are Eversource, National Grid and Unitil, and likely responders are Bay State Wind, along with Deepwater Wind and Vineyard Wind. The proposal submission deadline is December 20, 2017.
